Sure thing… Yes! Today’s countries are not scaled up or down by poverty levels or by filthy rich communities inhabiting tiny parts of the state. Rather, modernity is a better look on 0-10 scale of how countries have evolved and what levels of social technologies have they been able successfully apply within their 1.2Billion populations (India + China) are best examples.
